Policy management software: the solutions
Many tools manage policies, standards and procedures; most are built to run a compliance programme at scale. Promulga was built for something smaller: to show, learn and try the life cycle of governance documents without deploying a heavy application. This page describes each solution; part 1 compares their features.
Each solution in detail

PromulgaDemonstration, training and pilot platform; small teams
A light, self-hosted application built first to show, learn and try the life cycle of governance documents: one Docker Compose, demo data in one command, the full cycle from draft to official PDF.
Choose it to train Data Owners and governance teams, demonstrate a document-governance process to a committee, an auditor or a client, pilot a framework of policies before a tender, or run the documents of a small team, at no licence cost. Watch out: young project (0.x) with best-effort support; no comprehension quiz, no reporting per manager, no user provisioning yet; the workflow is deliberately fixed.
ConvergePointPolicy management product installed on Microsoft 365 SharePoint
Drafting in Word Online with templates and pre-approved content, review and approval workflows, renewal alerts, a role-based policy library, read and acknowledge with optional quizzes, Outlook and Teams add-ins, single sign-on through Active Directory. Part of Ideagen; contract, conflict-of-interest and incident products alongside.
Choose it if you want a supported commercial product inside Microsoft 365 and have the budget. Watch out: licence on quotation on top of Microsoft 365; data and process tied to the vendor and the platform.
NAVEX PolicyTechPolicy module of an ethics and compliance suite
Part of NAVEX One, for large regulated enterprises with big policy libraries: workflow automation, detailed audit trails, central repository, and links to training, the ethics hotline and incident management.
Choose it if you already run NAVEX for ethics and compliance. Watch out: cloud only; priced for enterprises.
Mitratech PolicyHubFull policy life cycle for mid-size and large organisations
Policy creation, review and approval, distribution by role and geography, attestations and audit reporting, available as SaaS or on premises.
Choose it for a company-wide attestation programme with reporting, especially where on-premises hosting matters. Watch out: commercial licence and an implementation project.
PowerDMSPolicies and accreditation for public safety and healthcare
Policy and accreditation management for police, fire and emergency services and healthcare: role-based distribution, acknowledgment tracking, training integration, accreditation standards mapping and a mobile app.
Choose it if you work in those sectors: the accreditation content is worth more than any generic feature. Watch out: designed for those sectors rather than for data governance.
GRC platformsMetricStream, Diligent, LogicGate, Onspring, SmartSuite
Risk, controls, audit and third-party management, with policies as one module linked to the risks and controls they address; some add regulatory change tracking (MetricStream) or board reporting and ESG (Diligent).
Choose one when the policy library is part of an integrated risk programme. Watch out: a large tool, and budget, for a team whose need is the documents themselves.
AlfrescoEnterprise content management platform
Records, very large volumes of documents and complex workflows, with an open source community edition.
Choose it for an organisation-wide content platform with an IT team or an integrator. Watch out: a large Java stack to operate; the governance-document life cycle has to be modelled and the interface is not designed for occasional Data Owners.
Google Docs + Apps ScriptThe quickest pilot
Excellent co-editing and comments; Promulga itself started as such a prototype.
Choose it for a quick, low-cost pilot. Watch out: the workflow is a script you maintain, with quotas, identity limits for free accounts and no official versioned publication.
Other policy management productsDocTract, VComply
DocTract is a cloud product with AI-assisted search, Word and Google Docs integration and electronic attestations. VComply is often chosen by organisations moving from spreadsheets to a first formal compliance programme. Not in the inventory above: their public descriptions are too short to compare feature by feature.
Healthcare specialistsPolicyStat (RLDatix), MCN Healthcare
Hospital-only products with policy templates and links to patient safety, quality and staff competency. Start there if you run a hospital.
Open source neighboursOpen source GRC tools, OpenKM, Mayan EDMS
We found no established open source product dedicated to the policy life cycle. Open source GRC tools track security frameworks, controls and the policies behind them, but not the drafting, review and official publication of the documents. Document management systems such as OpenKM or Mayan EDMS offer versions and workflows; the life cycle, the official PDF and the reader portal remain to be built.
Data catalogues: a complementCollibra, Microsoft Purview
They model a policy as an asset linked to data domains, rules and owners, with approval workflows on that asset, but they do not manage the document: no Word file under review, no stamped PDF, no read and acknowledge campaign. The two layers work best together: the document is governed in a policy tool, the catalogue links the rule to the data it governs.
Assessment by the author of Promulga, October 2026, based on vendors' public descriptions and project experience; it is not a test of these products, and offers change: check each vendor's current documentation. Product names are trademarks of their owners.
What Promulga is for
- Train Data Owners, reviewers and approvers on a real life cycle before a governance programme starts.
- Demonstrate a document-governance process to a committee, an auditor or a client, in an hour.
- Pilot a policy framework and find out what you really need before writing a tender.
- Run the governance documents of a small team on your own server, at no licence cost.
A pilot is not wasted if you later buy a product: you keep a shared vocabulary, real requirements, a clean versioned library (exportable with PDFs and a DCAT-AP catalogue) and better questions for vendor demos.
When to choose a commercial product instead
- Thousands of employees must attest policies every year, with reporting per department or manager.
- User provisioning and a support contract with a service level agreement are mandatory.
- Your sector has accreditation standards to map (healthcare, public safety).
- Policies must be tied to risks, controls and audits in one platform: look at a GRC platform.
- You need full records management (retention schedules, legal holds, millions of records): look at an ECM.
